LEGAL NOTICE OF DECISION
Notice is hereby given that the Westport Flood & Erosion Control Board took the following actions at an electronic meeting held on March 4, 2026:
I. PUBLIC HEARING
1. 24 Roosevelt Road / WPL-12278-26; APPROVED. Application of Jane Gitlin on behalf of the owners, Christopher and Grace Mulliken, to construct an addition to an existing detached garage to convert the structure into an ADU. The proposed activity is within the WPL area of Gray’s Creek.
2. 21 Compo Beach Road / WPL-12279-26; APPROVED. Application of Moon Gardens LLC on behalf of the owners, Gary Newman and Gara Morse, to construct a new in-ground swimming pool and bring an existing garage into FEMA compliance. The proposed activity is within the WPL area of Gray’s Creek.
3. 21 Old Hill Farms Road / WPL-12280-26; APPROVED. Application of Kousidis Engineering, LLC, on behalf of the owner, Abundance Twenty One Trust, to construct a new single-family residence, driveway, in-ground swimming pool, patio, retaining walls, septic system, subsurface stormwater drainage system, associated site improvements, and to rectify in part and legalize in part a filling violation from a previous owner. The proposed activity is partially within the WPL area of an unnamed tributary to Stony Brook.
4. 65 Grove Point Road / WPL-12281-26; APPROVED. Application of Kousidis Engineering, LLC, on behalf of the owner, Able Construction Inc., to construct a new single-family dwelling. The proposed activity is partially within the WPL areas of Pussy Willow Brook and the Sherwood Mill Pond.
5. 28 Owenoke Park / WPL-12282-36; APPROVED. Application of Moon Gardens LLC on behalf of the owner, Elizabeth A Robins, to reconstruct a timber bulkhead in-kind and in place. The proposed activity is within the WPL area of Gray’s Creek.
II. WORK SESSION
1. 26 Morningside Drive South / WPL-12219-25; APPROVAL AMENDED. Proposed changes to the previously approved application of Lucio Gabriel on behalf of the owner, 26 Morningside Builders LLC, to add retaining walls, regrade the yard to be more flat, install a fence, and add a patio around a pool. The proposed activity is partially within the WPL area of Muddy Brook.
