Planning & Zoning Director Michelle Perillie has announced that at 6:00pm on July 6, 2026, the Planning and Zoning Commission will hold a public hearing to review a Text Amendment of the Zoning Regulations and a Map Amendment to the Official Zoning Map.
Text Amendment #872 was authored by the Planning and Zoning Commission and proposes a comprehensive amendment to the Zoning Regulations to comply with PA 25-1 (HB 8002). The modifications change the housing approval processes and parking rules. The changes introduce new definitions and procedures governing “Transit Community Middle Housing Developments.”
Under the updated text, these developments are now established as permitted uses in all non-residential zoning districts, subject to a new Summary Review process. This administrative review replaces the previous requirement for a full Special Permit and Site Plan approval, shifting the evaluation to city staff and removing the requirement for a public hearing.
The amendment restructures off-street parking mandates based on project scale and creates a Conservation and Traffic Mitigation District (CTMD) overlay. This mechanism allows the municipality to enforce parking requirements on smaller developments within designated areas.
Map Amendment #873, authored by the Planning and Zoning Commission, proposes establishing Conservation and Traffic Mitigation Districts #1 and #2 (CTMD #1 and #2) under Connecticut Public Act 25-1. These overlays allow the municipality to maintain parking requirements for smaller residential developments and utilize parking needs assessments to reduce unnecessary pavement in designated, localized areas.
The July 6, 2026 public hearing will be held remotely using Zoom, it will be livestreamed on the Town’s website at www.westportct.gov, and/or will be accessible on Optimum Government Access Channel 79. Written comments may be submitted and should be sent to PandZ@westportct.gov by 12:00pm on the day of the meeting if intended to be distributed for consideration by members of the Planning and Zoning Commission. Written comments received after 12:00pm on the day of the meeting will be added to the record but not be distributed until the next business day.
