Affordable Housing Trust Fund

In 2023, the Town of Westport enacted an ordinance establishing The Westport Affordable Housing Trust Fund (Code of Ordinances, Chapter 2, Article VI). The purpose of the Fund is to accumulate and administer funds to support the preservation of existing and the creation of new affordable rental and homeownership housing opportunities in the Town.

The ordinance also established the Affordable Housing Committee, which consists of five members. Members are appointed by the First Selectman, subject to RTM approval, and serve four-year terms.

The Committee’s responsibilities include:

  • Studying the need for affordable housing within the Town

  • Creating an inventory of sites within the Town that may be suitable for affordable housing

  • Tracking the availability of those sites

  • Studying sources of funding for affordable housing

The Committee may make recommendations to the Board of Selectmen, Board of Finance, and RTM regarding the acquisition, creation, or preservation of affordable housing, including the use of both Town funding and other funding sources.
