WESTPORT CONSERVATION COMMISSION

PUBLIC HEARING

May 20, 2020

Notice is hereby given of a meeting of the Westport Conservation Commission pursuant to the Connecticut Inland Wetlands and Watercourses Act, and the Regulations for the Protection and Preservation of Inland Wetlands and Watercourses of the Town of Westport (IWW Regulations) to be held on Wednesday, May 20, 2020 at 7:00 p.m.

Pursuant to the Governor’s Executive Order No. 7B, there is no physical location for this meeting. It will be provided electronically. Comments to be read during the public comment period may be emailed to conservationcomments@westportct.gov. We will use our best efforts to read public comments if they are received during the public comment period and if they state your full name and address. Comments will be limited to 3 minutes. Meeting notice will be available at westportct.gov posted on the Meeting List & Calendar page. Meeting materials will be available at https://www.westportct.gov/government/departments-a-z/conservation-department.

Comments on Public Hearing items that do not meet these requirements will be placed in the public file but will not be read aloud during the meeting. Comments not pertaining to Public Hearing items will not be read aloud during the meeting. If you would like to give your Public Hearing comments by participating in real time in the meeting, please send an email by noon on May 20, 2020, to svoris@westportct.gov, stating your name and address and the Public Hearing agenda item to which your comments will relate, and meeting participation details will be emailed to you to enable you to participate in real time in the Public Hearing.

The Commission shall meet to take such action under the purview of the Town’s IWW Regulations and the Waterway Protection Line Ordinance as the meeting may determine with regard to the following:

Changes or Additions to the Agenda. The Commission may amend the agenda by a 2/3 vote to include items not requiring a Public Hearing.

Public Hearing: The following applications will be “received” by the Conservation Commission subject to determination of completion. If applications are determined to be complete the Commission will proceed by opening the hearing. (At this time interested parties may be heard after being recognized by the Chairman. Written communication may be received for all applications until the public hearing is closed.)

  1. 8 Lone Pine Lane: Application #IWW/M-10961-20 by Yehuda E Elias to amend wetland boundary map # D11.
  2. 20 Owenoke Park: Application #WPL-10957-20 by William Achilles, AIA on behalf of 1720 Owenoke LLC to modify the existing drive entrance, construct a pervious parking area, relocate the existing stone wall located along Owenoke Park entirely onto property, and landscape areas. Work is within the WPLO area of Gray’s Creek.
  3. 16 Manitou Road: Application #WPL-10977-20 by Kousidis Engineering LLC on behalf of Alana Fuscaldo to construct a new garage, expand the driveway, modify the septic system and associated site improvements. Work is within the WPLO area of the Saugatuck River.
  4. 111 Harbor Road: Application #WPL-10992-20 by Richard Benson on behalf of Richard & Karen Leever to construct a pier separated by timber pilings, a hinged ramp, an 8’ by 20’ float attached to timber pilings and a set of removable stairs off the pier. Work is within the WPLO area of the Saugatuck River.

  3. Approval of the April 15, 2020 meeting minutes.
  4. 10 Punch Bowl Drive: Request by Alan Kaye, property owner, for time extension of two-lot subdivision with open space parcel.
  5. 18 Great Marsh Road: Request for bond release being held for plantings as required by Permit # WPL-9965-15.
  6. 20 Webb Road: Request for clarification of condition for plantings as required by Cease and Correct Order.

The Commission may not open new business on the agenda after 10:00 p.m. at the discretion of the Chairman. This includes applications scheduled for public hearings. Items shall be continued or rescheduled to a later date as necessary.

  1. 109 Morningside Drive South:  Application #IWW/M-10958-20 by Barr Associates, LLC on behalf of Kowalsky Family Company, LLC to amend wetland map #G7. 
  2. 101 Harbor Road:  Application #WPL-10950-20 by Alan R Spirer on behalf of 101 Harbor Road, LLC to extend dock to deeper water per modification approved by DEEP. Work is within the WPLO area of the Saugatuck River. 
  3. 8 Murvon Court:  Application #WPL-10955-20 by William Achilles, AIA to construct a new FEMA- compliant single-family residence with attached one car garage, crawl space and patio. Portions of the work are within the WPLO area of the Saugatuck River. 
  4. 12 Hedley Farms Road:  Application #IWW,WPL-10956-20 by William Achilles, AIA on behalf of Christine Gould & Alexander Christon to construct a pervious stone patio with barbeque, stone seating wall & free standing stonewall, free standing stonewall, stone chess set patio, stepping stone walkway through pond, expanded driveway and parking and stormwater drainage system. Portions of the work are within the upland review area and the WPLO area of an unnamed tributary to Sasco Brook. 
  5. 26 Highland Road:  Application #IWW,WPL-10960-20 by LandTech on behalf of Perkins Real Estate, LLC to construct a new single-family residence, driveway, deck, pool and associated site appurtenances. Portions of the work are within the upland review area and the WPLO area of Muddy Brook and Sasco Brook.
