In January 2023, Westport's Representative Town Meeting (RTM) passed a new ordinance to restrict gas‑powered leaf blower usage.

The ordinance aims to protect residents’ health and well‑being, preserve environmental quality, and support Westport’s goal of achieving net zero emissions by 2050.

Key Points

Seasonal Ban: From May 15 through October 15 of each year, the use of handheld and backpack gas‑powered leaf blowers is prohibited.

Allowed Hours: During allowable periods, gas powered blowers may be used:

  • Weekdays: 8 a.m. to 6 p.m.
  • Saturdays: 9 a.m. to 3 p.m.
  • Sundays and state/federal holidays: Prohibited Entirely

Exemptions: The ban does not apply to town/state‑owned properties, properties larger than 20 acres, public utilities, or for storm condition clean-up

Electric Blowers: Remain allowed—subject to specified hours and sound regulations

Enforcement

The Conservation Department oversees enforcement, primarily via education and outreach—not fines. During the 2024 season, 168 properties were sent Notices of Violation after resident complaints.

Residents are encouraged to report potential violations by email (leafblowercomplaints@westportct.gov) or mail to the Conservation Department at 110 Myrtle Avenue.
