E-Bike Law Update - Effective 10/1/2025
New rules for high-powered e-bikes:
- Reclassified as motor-driven cycles: E-bikes with no pedals and a motor between 750 and 3,500 watts will be defined as motor-driven cycles. A driver's license is required to operate them.
- Reclassified as motorcycles: E-bikes with a motor exceeding 3,500 watts are expected to be treated as motorcycles. This will require the operator to hold a valid driver's license, and the bike must be registered and insured.
Rules for standard Class 1-3 e-bikes:
The new law does not change regulations for standard e-bikes, which are defined as having an electric motor of less than 750 watts.
- License: A driver's license is still not required to operate Class 1, 2, or 3 e-bikes.
- Trail Access: Class 1 e-bikes are now permitted on statewide bicycle and multi-use trails unless a town specifically prohibits them.
- Sidewalks: E-bikes are still considered vehicles and generally prohibited from sidewalks.
Other notable changes:
- Helmut rule: In addition to other rules, the law imposes a penalty for not wearing a helmet on an e-bike regardless of age.
- Restrictions on modifications: The bill prohibits modifying an e-bike's speed capability without updating its label. Fines for violations range from $100 to $300.

- Beware of Speed Tampering: Methods to bypass speed limiters are easily accessible online, posing a serious safety risk.
